This film, Water Maker in the Clouds, takes place in the mountains of Peru. Here, water is essential to both upstream and downstream communities. The film explores the question: can benefit sharing schemes help to manage water resources for different groups including amongst indigenous people, large scale farmers and hydropower companies?
