Running complex canal systems has proved immensely challenging for water managers in many resource poor countries. From Pakistan to Egypt, under-performance of major irrigation networks has become endemic. But now a Dutch technologist thinks he may be able to help solve the problem using a simple smart phone application. Peter-Jules van Overloop found that that sophisticated monitoring mechanisms he had installed on canal systems were constantly breaking down, yet wherever he was, his mobile phone almost always worked.
